laptop battery charge stuck at 0

Laptop battery stuck at 0 laptop would suddenly black out and switch off randomly saying low battery and now even while it is plugged in it does not charge beyond 0%.. Battery stuck at 0%. battery went down to 9% so i turned it off..today when i got home i plugged in the charger and laptop..it says its at 0% and battery stuck .. ... laptop will not charge battery i noticed the percentage was not increasing. this continued until battery was drained (0%) and laptop shutdown.
